This is usually a firewall or windows update issue.
Which Operating System, Firewall, and Anti-Virus are you using?
Please try all the following steps - FAQ - Hold'em Manager (HM1) Poker Tracking Software :: Can't Connect / Failed to Start PostgreSQL
I have not firewall and i have not anti virus.
I use windows seven.

Did you try all of the steps in the FAQ link I gave? Those steps will usually lead you to a solution.
